Canada Border Services Agency

The Canada Border Services Agency (CBSA) is responsible for border clearance processes at the airport. CBSA operates 24 hours a day, seven days a week at Winnipeg Richardson International Airport to maintain the integrity of Canada's borders. They help support the flow of legitimate travellers and enforce security measures to prevent potential threats from entering the country.

Border clearance checklist

This checklist will help make your border crossing go smoothly.


We're one of nine Canadian airports with preclearance facilities. Preclearance facilities enable U.S.-bound passengers to clear passport control in Canada before they fly. When you land in the U.S., you arrive as a domestic passenger and can simply grab your bags and be on your way, or jump on your connecting U.S. flight. Preclearance facilities help expedite the travel process allowing passengers to skip lines when they arrive at their destination as they've already been admitted into the country.

Electronic Travel Authorization

If you’re flying to Canada or transiting through a Canadian airport, you may need an Electronic Travel Authorization (eTA). An eTA is required for citizens from visa-exempt countries. Exceptions include American citizens and travellers with a valid visa.
